Using a large nonstick skillet heat the oil on medium-high heat 2. Add onions and pepper and cook for 5 minutes 3. Turn heat down to medium and add ground beef stirring 4. Add garlic and the rest of the seasonings up to tomatoes 5. Stir to blend and cook for 3 minutes 6. Add tomatoes, beans, vinegar and pepper flakes bring to a boil 7.
